13. We are thereby limiting ourselves to the consideration of small-amplitude shocks which are newborn. Small shock amplitudes can also be obtained when a shock has decayed for a time long compared to its time of creation; for times order unity, the latter phenomenon happens only with a very small probability and does not contribute to the leading-order expression of the PDF of velocity increments over small separations.
