1. It should be noted that all adsorbates are affected by such a Stark shift of their orbitals as a result of their location in the dipole field of the surface; the aforementioned effects simply add on to this contribution.
2. Frequency shifts due to electrostatic and chemical interactions are often subsumed as static shifts, mostly to discriminate them from dynamic ones induced by the oscillating dipole field of the vibrating molecules.
