19. In principle, gluon exchanges between the external b and s quark lines can be accomodated within the factorization approximation. They give corrections to the bsγ vertex that include terms of the magnetic dipole moment type. However, such contributions to) from the lowest order vertex, and so they will vanish for an on shell photon.
