All chaotic regions are connected, but variations in time scales over different regions can be significant. In particular, where dynamics is mostly regular, transport among chaotic regions via, e.g., Arnold diffusion can be very slow, as discussed, for example, in A. J. Lichtenberg and M. A. Lieberman, Regular and Stochastic Motion (Springer, Berlin, 1983).
