Saskatchewan has also recently announced a program to reduce the number of its municipalities. Although cost-savings appears to be a significant motivating factor, the Saskatchewan case is not addressed in this paper. Abbotsford and Matsqui have recently merged in British Columbia, and consideration is being given to mergers in the northeast sector of the Lower Mainland (Port Coquitlam, Port Moody, Anmore, Belcarra and Coquitlam). In British Columbia, however, municipal amalgamations are not generally implemented without majority approval as expressed in a referendum in each of the affected municipalities.
