We have also investigated a more detailed kinetic model in which we do not assume that the orientational relaxation in the bulk population is completed before any exchange takes place. This model leads to a slightly more complicated final expression, but when this expression is used to extract the populations and rates from the experimental data the results are essentially identical to those found using Eq. (10). We have therefore used Eq. (10) to analyze the data.
