The dielectric/air bands is the photonic crystal analog of the valence/conduction bands in a regular crystal. For a PBG structure, it is the band below the first band gap. Decreasing the dielectric constant of one rod is equivalent to replacing a crystal atom with an acceptor atom in an atomic crystal. See P. R. Villeneuve, S. Fan, and J. D. Joannopoulos, Phys. Rev.
