In a high-inflation environment, lenders, fearing lower inflation, must charge nominal interest rates well above the rate of inflation in order to insure against higher inflation; this naturally discourages borrowers, who fear that a fall in inflation will leave them with still higher real interest rates. The whole problem is exacerbated by the fact that the higher inflation is, the more volatile it tends to be. Moreover, long-term commitment is discouraged by the fact that stabilisation is likely to bring with it sharp changes in the relative profitability of different firms and sectors (Rostowski, p. 13).
