For the quenching of tagged polyelectrolytes it has been observed in our early work that at low ionic strength it is the ratio of quencher ion concentration to polyelectrolyte repeating unit concentration that governed the quenching efficiency (see, for example, Figure 5 of: Delaire, J. A.; Rodgers, M. A. J.; Webber, S. E. J. Phys. Chem. 1984, 88, 6219).
